Civilians operate the amenities, shops, restaurants, entertainment, etc under a contract with the Star Army of Yamatai. All civilian working on the station are vetted. After the attack at Daichi and the attack upon the citizenry, it was apparent that the civilians were just as much at risk as the soldiers. With manpower constraints preventing personnel from fulfilling these roles Mikasa Taisho decided to allow civilians to operate these morale essential establishments. Mikasa also felt that allowing the civilians to operate these businesses gave them away to directly support the war effort. Civilians are allowed to operate the businesses and are provided living quarters. Businesses pay a monthly surcharge of 3% of net profits which covers the rent, and utilities for the business and quarters.
