His chosen body, after he lost his first, is much younger looking then his eighty-seven years. However, he has just a touch of grey at the temples to hint at his actual age.
A keenly intelligent man with a deep voice and a easy laugh. He has a automatic grasp of the logistics of commanding a fleet and extensive experience both as a Starship commander and a logistics. He is tactically competent, but not brilliant. His strengths as a commander lay in preparation and planning. His strategies tend to rely on giving his subordinate commanders autonomy to act as they see fit, with him ensuring that they have what they need when they need it. He is regarded as a commander who can do more with less.
William Fletcher I was born in BYE 46 in the city of Geshrinopolis, Yamatai (Planet). He grew up in a poor and tough section of Geshrinopolis, learning early how to fight and be tough. He saw how hard life was on the streets and decided to get out by joining the military. He was competent and rose through the ranks to be a Senior NCO in United Empire Forces. He retired for the first time in BYE 6 and obtained a degree in Management and Logistics. After obtaining his degree he worked for what would become PNUgen Corporation as a logistics manager.
In YE 01 with the outbreak of First Elysian War, he joined Army Of Uesureya as an officer. He was killed and brought back by soul transfer for the first time in YE 02. He was one of the officers who opposed the targeting of the civilians at the end of the war. As he had a Gershin body, he was unaffected by Great Plague of YE 08, but his first wife and four of his seven children were killed by it. He fought alongside the Armies of the Precious Sword during Second Elysian War.
In YE 14 he remarried his second wife, a Nepleslian immigrant, and had a son in YE 16. He retired as a Chusa in YE 18 to once again work for PNUgen Corporation. He joined the Star Army when Fourth Elysian War broke out. Due to his previous experience, he was quickly promoted in the growing Star Army. He commanded the YSS Blackthorne which took part in several major engagements. He was denied promotion to Shôshô and transferred into Star Army Logistics due to the Species Restriction Order of YE 29.
Once the order was lifted, he joined the still forming Seventh Fleet as a Squadron commander. He was promoted to Shôshô in YE 34 once again in logistics. In YE 38, he was promoted to Chujo and became the Chief of Operations for Seventh Fleet during their run up to invade Kuvexian Space. However, this plan was shattered in YE 40 with the Invasion of Essia. While the First Battle of Essia was a tactical and strategic defeat, his skills in logistics were key to keeping the Seventh Fleet in the fight while the other fleets fought off the Kuvexians in the Ketsurui Military Sector. He was promoted to Taisho of the Seventh Fleet just before the Second Battle of Essia.
In YE 41, he was awarded the Essian Occupation Service Medal by Ketsurui Yui personally.

Fletcher is primarily a vehicle to enable and empower roleplay. If your characters have a zany scheme they need someone with power to help with, Fletcher is probably the Taisho to go to. Fletcher's loyalty is ultimately to the citizens of Yamatai. His D&D Alignment would be Lawful Good, with the Good being more important than the Lawful. That said, he is not a tame Lion. If he thinks that someone is harming Yamatai then they will find his wrath comes with a side helping of overwhelming firepower.
Fletcher places a high value on collaboration and training of his officers. Individual initiative is encouraged as facts on the ground change. Making mistakes isn't something to fear in his fleet as long as you learned your lesson through it. When he is able he will explain his orders and answer questions about them. He does this so that when the time comes he has to issue orders without explanation or reason the person who has to execute them can feel confident that while they don't know the reasons, they are there. He expects his officers to be thoughtful and to present objections/refinements to his orders when they think he is wrong. He views this as being part of his responsibility to teach his subordinates.
