At 6'4 205 lbs one could be forgiven for mistaking Victor for an ID-SOL. Victor is brown skin and facial structure gives off a Hispanic complexion. His cauliflower ears and the flat wide bridge of his nose tell a story of a man quite familiar with getting hit in the face. Repeatedly so. Victor has one cybernetic eye with a crimson iris. His other eye remains its' natural dark brown a shade lighter than the black curls of his slight pompadour like mohawk.
To smell Victor is to know Victor. The man is like an ashtray with a perpetual aroma of either alcohol or cigarette smoke permeating from nearby. His right bicep has the NSMC emblem tattooed.
Victor is a man tortured by his past. Often chasing comfort behind the end of a bottle, he seems to have an almost callous disregard for his own well-being. He does, however, seem to have an almost pathological desire to help those in need. Balancing a fine line between duty and suicidal.
Despite a lackadaisical disregard for rules and procedures, Victor is at his heart a workaholic. Using work to distract himself from the empty apartment he goes back to every night. He never disregards orders, just proper decorum. Ironically those who knew Victor when served would claim he was a straight-laced soldier.
Victor came from a military family in Funky City. His father was a former marine and his mother a field medic. The pair expected the same of their son. To which the young Victor had no qualms against. Before he enlisted his hometown, sweetheart promised to marry him own day.
At 16 years of age, Victor joined the Nepleslian military. Serving two years as a cook, the moment he turned 18 he was able to properly become a space marine. Where Victor quickly found out he was great at following orders. It was the easiest paycheck he had ever collected.
He had all the makings of a career marine. For however long a career that could actually feasibly last. That was until last year when Victor's fiancé was killed in a shootout between the Funky City PD and a street gang
Victor's contract had come to an end, and rather than re-up he moved back home to chase his sorrows at the end of a bottle. At least until his father kicked him out. It was while sitting in the drunk tank listening to a stranger lament over the loss of a loved one that Victor decided to join the National Police Force of Nepleslia.
Due to his military history, during his time at the academy, Victor was selected for specialized DTR training. Allowing him to join the Designated Tactical Response Teams that was being formed within the NPF in the city of Roger Wilco City.

Victor is familiar with basic radio operation and procedures and can make transmissions to and receive transmissions from others through headsets, ships, ground vehicles, power armor, and shuttles in both combat and non-combat conditions. Victor is fluent in Trade. He can speak and write it correctly and efficiently and can write reports, fill forms, issue orders under fire, etc. The character is skilled in field communications and is proficient in all rudimentary forms of communication (hand signals, flashing lights, etc). He knows Yamaitago well enough to recognize curse words.
Victor had to spend two years as a cook before the space marines were willing to send him to the front lines. While not a master of the culinary arts by any means, if it can fit between two slices of Bread, he can cook it. Or at least that's what Victor claims.
Victor received intensive hand-to-hand combat training (primarily focused on disabling and/or killing opponents) and has followed up that knowledge with a rigorous training program. Weapons he is trained in include pistols of all types, knives, grenades (and other forms of explosive weaponry) and rifles of all kinds. The character is in excellent physical shape and has considerable endurance. The character is also able to pilot land-based power armors but must rely on the suit’s A.I. to do anything advanced.
Where Victor really excels is close-quarters combat. Having boxed since his youth, space marine only made him more of a weapon with the introduction of Marine Footwork. Victor has an excellent sense of spatial control within close quarters.
Victor knows how to survive in hostile environments. He can build shelters, hunt, and forage for food, build a fire, etc. Victor can camouflage himself and is familiar with guerrilla warfare tactics.
Victor is a well-toned muscular individual who devotes an hour a day to maintain his physique.
Victor can understand and follow commands efficiently. He knows the importance of teamwork on the battlefield, has been intensively trained in discipline and morale, and is able to recognize the command structure even while under extreme pressure (combat, etc). Victor can recognize ambush points. He knows basic math in order to calculate distances, etc, and can use a tactical map.
Victor is familiar with how to effectively pilot most ground vehicles. He can make rudimentary repairs to his vehicle. In addition, Victor is particularly skilled at operating airbikes. Behind the wheel of an airbike, he can perform difficult maneuvers under high stress (combat, etc). The character is also proficient in repairing airbikes (if given the proper tools and time).
