To produce a hypercar built around a combination of nonconventional independently steering electromagnetic motors and a thorium based nucleonic turbine engine system - switching between the two based on whether torque or power is required.

Nucleonically heated plasma propulsion system at the back end provides military thrust when the crafts tires leave the ground for air-skimming and flight? Feature thrust-vectoring and also used in reversal.

The drive-train is likely going to be non-physical in nature - using forces rather than a fragile physical delivery system.

Tires… Carbon nanotube fibers? Structol? Non-newtonian solid? Hollow. No gas-pocket inflation. Variable inner-skeleton, able to shift the diameter of the wheels. Each contains a stationary gravitic centrifuge, pulling the vehicle down onto the road for optimal grip. Keep the car from flipping. Act as breaks, by gripping the road behind the car. At higher speeds, the wheels retract and the car hovers, gliding over the ground.

Cockpit… Separate capsule module, able to endure really harsh crashes? Think FRX-00. Features M4 interface.

Cooling, achieved via military grade structural layering and casimir system, providing thermal recovery to be reintroduced to the engine for additional power.

Body… Single structol component? Entire thing acts as a single aeroelastic structure, providing downforce and maneuvering control not unlike an aircraft. Electrically charged leading edges reduce air friction and even encourage alpha flow - compressing or expanding air as it moves over the car in specific directions.

Thrusters, distributed across the body that apply force when maneuvering and accelerating to counter spins. Can be used in conjunction with electrically charged leading edges.

Sensor suite… Embedded into the skin of the car? Allow it to see in three dimensions and drive 'automatically'.

Capable of complete flight and VTOL? Atmospheric re-entry?
