The development of the Type 46 Forage Cap began alongside the Type 46 Kepi in early YE 43, as part of the broader uniform standardization efforts within the Nepleslian Reds. However, while the Kepi was designed for formal purposes where professionalism is needed, the Forage Cap was developed with practicality and field use in mind. When the Reds' coup occurred in YE 44, development halted. The Fujiko Self-Defense Force resumed the design work after their establishment in YE 45, finalizing the cap for active duty personnel in YE 46.

The Type 46 Forage Cap features a soft, flexible crown made from a lightweight, moisture-wicking fabric that ensures comfort during extended wear in the field. The cap's structured front and soft back allow it to be easily packed while maintaining its form. A distinctive vertical stripe runs along the top, adding a practical identification feature.

The cap is primarily available in fujiko onyx (hexcode #404040), lupin black (hex code #1a1b1d), and with fujiko white (hex code ##edecec) stripes. The colors were chosen to balance tactical discretion with visibility in the field. The inside of the cap contains a small Nepleslian Reds Equipment Label with the cap’s size, manufacturing date, and washing instructions.

The Type 46 Forage Cap is standard-issue for all active-duty personnel within the Fujiko Self-Defense Force, Fujiko Gendarmerie Corps, and Fujiko Rangers. It is worn in daily operations, particularly in field environments where mobility and comfort are essential. The white reflective stripe serves as a low-tech IFF (Identification Friend or Foe) feature, aiding in identifying friendly forces during night operations or when the use of electronic means of identification is difficult.

To maintain the cap's durability, it should be hand-washed with mild detergent and air-dried. Machine washing and drying are discouraged as they can damage the fabric and lose its moisture-wicking properties.

Though the standard Type 46 Forage Cap is available in fujiko onyx with a white stripe, alternative color schemes are being developed for specialized units within the FSDF and the FGC. These alternative designs will include additional features such as unit insignias or customized color combinations for elite task forces.
