The original title for Clan Leader was Poku-Ta'a. The position was renamed to 'Mui' after Kotoz Mui, a heroic figure of the Norka (The Exodus) and the early years of the Clan in the Degonjo Saeruo (Hidden Sun System). This change occurred in 50 CY (YE -669).
The Mui has a seat on the Tanoi (Council) and participates in the Galysumanâ'ai (Government) of the Clan. The Mui has the power to appoint the Vonai-Rya'ka (Emissary). The Mui must sign treaties with foreign powers in order to ratify them.1)
It is not a hereditary title, though it is a title held until death, unless the Mui steps down or is forcibly replaced.
When a Clan Leader dies, after the traditional mourning period of thirty days, each Sect other than the Kavoráy Rây'ai Jael (Oath Binders Sect) nominates a candidate. The nominated candidates then go through a review process conducted by the Oath Binders. Nominees who pass this review then go on to be considered by the Tanoi (Council).
The Tanoi (Council) discusses each nominee and, eventually, must hold a majority vote of approval on one of the nominated candidates. Depending on the circumstances of the Mui election, this vote may even include the previous Mui that this new Mui is intended to replace. The new Mui officially takes office after the Siama'a Mui (Blessing the Leader) ritual.
