Proposal #40 for Qel'noran Shipyards to be recognized as a Major corporation was submitted the Senate of Yamatai by Ketsurui Yui in YE 23 and passed without opposition.

1. To continue free services to the Star Army of Yamatai in return for access to technology and resources. 2. To comply with item 2 of Proposal #6. 3. To comply with item 6 of Proposal #6. 4. To utilize item 6 of Proposal #3. 5. Heram Wazu is an established ship designer and trusted member of the Star Army of Yamatai's science officers.

1. Qel'noran Shipyards is now a Major Corporation, “Qel'noran (Corporate) Shipyards” 2. Heram Wazu is the owner of QnS. 3. QnS will provide the Star Army of Yamatai with the ships requested. 4. QnS will now have access to special resources to include in its ships made for the GSA (TTD's, etc.)
