Liquid Strength is a steroid developed by Mastermind Whisper Nine Four specifically for the maintenance and enhancement of his own genetically altered body. This substance will not work to enhance any other being's attributes, since Whisper has a very special and specific genetic composition.

Liquid Strength was derived from the Liquid Ally concept, making use of a combination of both nanobots and specialized chemicals developed by Whisper. This was created in YE 35 by Whisper in preparation of creating a prototype super soldier. It has since been in use by Whisper himself to help boost his capabilities.

When used by Whisper, it enhances his physical strength to that comparable of a pure ID-SOL - typically between 750kg - 1500 kg. It is contained in durable canisters attached to Whisper's back by cybernetic equipment to be held and protected until it's use is necessary.

To use, the canister acts as a syringe, injecting the Liquid Strength into specific avenues within Whisper's organic body governed by the specialized cybernetics attached to his back for this purpose. It takes approximately 30 seconds for the full effect to occur, in which Whisper's typically dull grayish - blue skin becomes a far deeper tone of blue, followed by the expanding of the muscles and organs.

The effect lasts only for 12 minutes at a time. After it's 12 minute duration has been expended, Whisper's body is left numb and very frail for the next 3 hours or so, preventing him from doing much besides perhaps lifting a spoon or other objects of comparable weight or mass.
