1. To establish a government that functions efficiently by basing its actions on the beliefs and logical analysis of idea by trusted and intelligent persons.

1. The Commanding Admiral will select individuals of intellectual merit, expertise, and experience. These individuals, although not required to owe allegiance to the Grand Star Army, will be consulted on all acts and proposals.

2. The Advisors will take the place of the Imperial Senate until one is established, and then will serve as one of the two houses of the legislative component of the GSA government.

However, one does not need be an advisor in an official capacity to vote. The advisors opinions will of course have more weight.
