“Proposal #3: Basic Laws act” was created by Ketsurui Yui in YE 23 and was passed into law.

To establish a the beginnings of a system of law in the territories controlled by the Grand Star Army.

1. Any person who wishes to become a citizen of the Grand Star Empire must go through the Department of Immigration.
2. Any person who wishes to revoke their citizenship is subject to confiscation of their personal possessions, especially pieces of technological or military nature.
3. Citizenship to the GSE is not obtainable by birth. To become a citizen, the owners of the child must register it.
4. A citizen is an official member of the Empire, while a plebeian is not. Plebeians include willingly conquered members of other nations, and unregistered Human.
5. The government has the right to confiscate any finished products from Corporations under its protection and supply.
6. The government is responsible for providing raw materials to its manufacturers, in the form of mining locations and assistance with technology.
7. The government will never take the money of its people through taxation.
8. Every citizen and plebeian has the right to their own thoughts, opinions, and mind.
9. Every citizen and plebeian has the right to express themselves and speak freely, so long as their speech does not
   1. libel, or present knowingly false information regarding a person or the actions of that person.
   2. reveal information that the government, GSA, or a corporation has deemed as classified.
10. Weapons of mass destruction and quantum weaponry will be the only restricted weaponry for non-military personnel. Any citizen or plebeian may own a firearm, energy rifle, or small explosives launcher.
