Due to the underlying threat Piracy has to the safety and security of Imperial Citizens, the Parliament of AF 240 has come to the following conclusions:

• Any person actively engaging in Piracy is no longer considered protected by the Imperial Constitution on grounds of threatening the safety of citizens.
• Any person found guilty of engaging in Piracy where Imperial Citizens have been found murdered or enslaved will be “expelled into the vast universe from whence he came.”
