The central military authority of the Abwehran Armed Forces (AAF), High Command is an administrative branch of the AAF. The High Command is comprised of the Command Council and a number of departments charged with the management and administration of all AAF Branches.
The main reason for High Command, the Command Council is the primary command and control organization of the military. Only two people have control over the Command Council: the Emperor and the Advisor of Military. Those two individuals represent the civilian control over the military and Imperial policies enforcing the law of the nation. Comprised of all Branch Commanders of the AAF, the Command Council also acts as a unifying force for the entity of the Abwehran Armed Forces (AAF). At the head of the council, the Oberbefehlshaber, or Supreme Commander, commands all branches of the military under orders from the Emperor himself.

While the Command Council decides the overall direction of the Abwehran Armed Forces, the Administration Departments do the real work of running the military.
Charged with coordinating strategy and planning with all branches, the Department of Operations acts mostly as a liaison between the different branches and the Command Councils direction. Without the Department of Operations, it would be extremely hard to coordinate a military spanning multiple branches.
The Bureau of R&D was created to be a liaison between the Abwehran Armed Forces and Kaiserlich F&E to facilitate cooperation in the development of military technology and designs.
The Bureau of Vehicles and Vessels is responsible for the maintenance and recording of all vehicles and vessels within the Abwehran Armed Forces. It is also charged with being a liaison between Manufacturing Corporations and the Military for the construction of military assets.
Responsible for the operation and maintenance of all medical facilities controlled by the AAF, the Bureau of Medical's main duty is to the health and welfare of the soldiers and dependents.
The Bureau of Resourcing is charged with placement and assignment of every single soldier in the AAF.
Charged with the operation of all training facilities within the Abwehran Armed Forces, the Bureau of Training is the organization that creates training policy and guidelines.
