Itkatsu Kiyoko (一括 義代子) is a Nekovalkyrja NH-29 serving in the Star Army of Yamatai.

Kiyoko is a Player Character played by David and is currently in a instructor role at Star Army Training Administration's Kyoto War College facility.

While Kiyoko began life as an Nekovalkyrja NH-17 after the Species Restriction Order of YE 29 she was required to upgrade to the recent NH-29 model. She has a late-adolescent build with white skin which is sharply offset by her deep black, shoulder-length hair and violet eyes; Kiyoko's left iris also has a red genetic tattoo in its upper-outer region. Her hair is smooth and straight but clumps together slightly if Kiyoko doesn’t pay enough attention to it and is usually worn held back with hair clips, as it would obscure basically all of her face if left to its own devices.

Kiyoko has the standard NH-29 manufacturer’s genetic tattoo on her lower left back, which contains her manufacturer information and serial number. In addition to this however Kiyoko opted to retain her NH-17 Nekovalkyrja style genetic tattoos during her upgrade, and as such has the WickedArms Industries logo and her model number and barcode above her left breast.

Kiyoko's personality was largely shaped from her time spent in basic training, though unlike most of her fellow Nekovalkyrja it seems that she has taken the indoctrination of service to the Empire a little too close to heart. Professional, loyal, and unquestioning of orders, her views on her role in life have at times been deemed fatalistic by others, though Kiyoko simply sees it as being realistic and her duty as a Nekovalkyrja. Since attending Kyoto War College her expressed views have mellowed somewhat, though this is more a result of her new training in inter-personal communication than through any fundamental change in her beliefs.

In a non-professional environment Kiyoko is not as social as her sister-Neko, preferring quieter, smaller social situations over loud parties and the like. Her seemingly cold disposition towards others has left her without the gratuitous amounts of sexual experience that other Neko her age have accumulated which leads her to be feel embarrassment when confronted with things of a more 'intimate' nature.

Created YE 27 in the last production run of WickedArms Industries NH-17 Nekovalkyrja model Nekovalkyrja, Itkatsu Kiyoko was fairly typical, if young, for her type.

The final NH-17’s produced by WickedArms marked the closing of a successful chapter in the company's history, and to commemorate the occasion the last batch were specialised from the beginning to serve various roles within the Star Army. Kiyoko’s destiny was decided as being that of a starship pilot and navigator, and was programmed and trained with such a goal in mind. These Nekovalkyrja were marked with a red genetic tattoo in the upper-outward portion of their left eye, which appears to be little more than a red diagonal slash under all but very close inspection.

Since being produced Kiyoko has undergone training for the officer position of starship pilot and navigator, and after being certified for initial assignment within the Star Army she was assigned to the YSS Sakura under the joint command of Taisa Rufus Sydney and Ketsurui Hanako.

After serving a number of missions aboard the YSS Sakura, Kiyoko entered Kyoto War College on the advice of Kotori - the ship's commanding officer at the time - to undertake officer training.

Kiyoko briefly served aboard the Yugumo in the position of Bridge Navigator.

Freshly promoted to Shosa, Kiyoko is assigned as the First Officer of the YSS Celia under the command of Taisho Aurore Branard.

Kiyoko has an interest in using her skin-based holographic projectors to create holographs for both her own pleasure and as a visual aid in conversations with others. Unlike other Nekovalkyrja she chooses not to use it to visualise clothing preferring instead to explore its use in less conventional ways.

Kiyoko is familiar with basic radio operation and procedures and can make transmissions to and receive transmissions from other characters through headsets, starships, power armour, and shuttles in both combat and non-combat conditions. She is fluent in both Nepleslian and Yamataian, is able to speak and write both correctly and efficiently and can write reports, fill forms, issue orders under fire, etc. As with all Nekovalkyrja, she is also skilled with telepathic communication.

Beyond the typical Nekovalkyrja load-and-learn combat skill set installed in her during basic Kiyoko has chosen to focus her personal combat expertise in methods and weapons useful in close confines, namely that of starship interiors. While competent in the use of the various hand-held weaponry and power armour in service within the SAoY she truly shines when using her weapons of choice: the standard issue combat knife, Nekovalkyrja Service Pistol, Type 28, Nekovalkyrja Submachinegun, Type 28, and more recently the Nekovalkyrja Burst Automatic Rifle.

Kiyoko is capable of operating any computer system that uses the Kessaku OS, found on all Star Army starships. She is proficient in entering and/or searching for information.

As with any other officer in the Star Army Kiyoko is proficient in Star Army history and Yamatai Star Empire law to the extent that is required by her position, though she does not really care for first.

Public speaking is expected of SA officers, and it comes easily enough to Kiyoko. While she is more than comfortable with conducting anything from simple lectures to top-level briefings, don't expect her to remain completely composed if the subject is of a… 'personal' nature.

Kiyoko received the standard training in how to count beyond the number of fingers and toes she has, which included such advanced concepts as algebra and trigonometry.

Having been trained as a Starship Pilot and Navigator, and then later receiving additional training as a Starship Operator, Kiyoko is highly skilled with astrometrics and stellar cartography, navigation, and the actual piloting of a ship with controls sticks and/or SLICS/SPINE (though much more so with the later than the former). She can get a ship from place to place safely even under adverse conditions, can engage enemy starships in combat and - as long as the odds aren't too much against her - can have a reasonable expectation of triumphing. While being well versed in all manner of SAoY starships Kiyoko is most comfortable with gunships due to her experience on the Sakura-class.

Kiyoko is a jack-of-all-trades when it comes to starship operations. She has basic knowledge in how to use communication devices and operate the Kessaku Electronics System. Kiyoko has a very strong knowledge of the artificial intelligence on a starship and can utilise it to assist her operations on the ship.
