The Strategic Framework (or FMSF46 for short) is a business alliance between the Fujiko Development Corporation (FDC) and the Mining Guild signed into place on Port Dongfeng in YE 46. It serves as the basis of collaboration between the two corporations in general and establishes the Mining Guild's Yamatai Branch office on Port Dongfeng.

After the International Relations Conference Of YE 46, Sun Horatio realized he was going to need to take a more direct approach to rehabilitating the Nepleslian Reds' reputation and improve their diplomatic status within the Kikyo Sector. He particularly targeted the Mining Guild ¹⁾ as both a possible vector of improving their relations with the New Dusk Conclave and “guide” a potential rival outside of Yamataian space. The pivotal meeting took place at Port Dongfeng within the Tange System System, marking a significant moment in the strategic alliance between the Mining Guild and the FDC ²⁾.

Fujiko Development Corporation and Mining Guild have agreed to work in cooperation in the following ways:

• Ryu Keiretsu will lease the business rings of Sector 3 and Port Petal #3 of Port Dongfeng to the Mining Guild.
  • The FDC will remain responsible for governance and security of the sector.
• The two corporationss will engage in a joint venture to explore and establish industrial operations on Arzank II, a resource-rich planet within the sphere of influence of the Nepleslian Reds'.
• Both corporations will create a joint security framework to address the threat of pirates and Kuvexian mercenaries to a newly established Fujiko/Tange Corridor within the Yamatian Southeastern Frontier.
• Both corporations agree to a Research and Personnel Exchange Agreement.
• Both corporations agreed to future exploration and development of the cluster containing the Hukka and Higaflan.

The Mining Guild will bring the following to the Strategic Framework (FMSF46), a business alliance between the Fujiko Development Corporation (FDC) and the Mining Guild:

• The Mining Guild, through its Engineering Corps, will contribute advanced technology and infrastructure development capabilities. This includes the design and construction of mining equipment, starships, and other technological solutions necessary for the success of the alliance.
• The Mining Guild will bring its extensive experience in mining operations, including resource extraction and processing. This expertise will be crucial in maximizing the efficiency and profitability of joint ventures between the two corporations.
• The Mining Guild's Night Guard, equipped with Tyr MK1 Power Armor and other advanced security technologies, will help ensure the safety and security of operations under the Strategic Framework.
• The Mining Guild will assist in the construction and development of necessary infrastructure on Port Dongfeng and other relevant locations. This includes the establishment of the Mining Guild's Yamatai Branch office, as well as other facilities required for joint operations.
• With the Thinkers Group at the core of the Engineering Corps, the Mining Guild will contribute to ongoing research and development efforts. This will include exploring new technologies and methods to enhance the capabilities of both corporations.
• The Mining Guild's Sentinel-class Control Frigate and other command ships will provide the ability to oversee and remotely control mining and operational activities, ensuring effective management and coordination between the two corporations.
• Through Dracrei Shipyards, the Mining Guild will offer shipbuilding and maintenance services to support the alliance's fleet, ensuring that starships and other vessels remain operational and up-to-date.
• Given Astrid Kurosaki's focus on miner safety, the Mining Guild will bring a strong emphasis on safety protocols and technologies, ensuring that the well-being of workers is a top priority in all joint operations.

This collaboration will solidify the Mining Guild's presence in the Yamatai Star Empire while also benefiting from the Fujiko Development Corporation's regional expertise and resources.
