Build and Skin Color: Noriko has a slight build, not unusual for Nekovalkyrja, but her relative height makes her appear even slimmer than the average NH-29. Her limbs in particular appear long, even spindly from certain angles, with only the faintest definition of musculature, belying the natural strength of the species. Her hands are also slim, with fine-boned fingers. Her skin is white, smack in the middle of the Yamataian average.
Facial Features and Eye Color: Noriko's face is generally heart shaped, with full cheeks tapering down her jaw to a more defined, though not protruding, chin. Her nasolabial folds are quite pronounced when she smiles, but she otherwise lacks lines on her face, excluding slight definition to her lower eyelids, emphasizing her slightly asymmetrical almond shaped eyes. Her full eyebrows accentuate the deep brown of her irises.
Hair Color and Style: Noriko's hair is kept in a short pixie-cut style; she found early on in her career that shorter hair was much easier to keep, and to prepare for a surprise inspection. Regardless of the occasion, her bangs are kept swept somewhat close to the hairline to either side of the part over her right eye. Her hair is a shade lighter than deepest brown, never dark enough to be mistaken for black.
Distinguishing Features: Height is what immediately distinguishes Noriko among her Nekovalkyrja sisters. While she is far from a giant in the company of normal Yamataians, she practically towers over the average NH-29.
Personality: Noriko's instinctive reaction to most situations is to charge ahead, guns blazing. She doesn't yell or scream or throw a fit; rather, her single-mindedness once started on a task creates a sort of interpersonal momentum that drags those nearby along with her, whether they want to or not. While this makes her extremely good at problem solving and the veritable bane of bureaucratic entanglements, it can sometimes make her a little difficult to work with. For one, once on task it can be hard to get her attention focused on another topic, regardless of its importance or time-sensitivity. Further, subordinates who interpose themselves between her and an objective, whether out of ignorance or with good intentions, tend to got tossed to the wayside. For the former, this can mean summary dismissal from their posts and at least a nasty, if brief, verbal flaying; for the latter, a brief annoyed glance followed by being ignored is usual. All of this requires patient and highly competent subordinates, most importantly chiefs of staff, who understand Noriko has to be subtly influenced rather than abruptly redirected, and who remind her to apologize to those she might have offended once her rampage is over.

Noriko was created in YE 25 as one of trillions of NH-17s. After standard training and conditioning, she was dispatched to the fleet as a power armor pilot; however, her size and propensity to pursue assigned objectives with reckless abandon proved to be at odds with the needs of frontline forces. She was compelled to re-class to a logistics specialization, a change she at first resented but soon came to love for its plethora of problems to be destroyed. It was around then that she selected her surname; who or what “Honda” was or even the provenance of its reputation as a paragon of ancient efficiency was unknown to her, but the association stuck at once.
Noriko had a remarkable string of both successes and failures within Logistics. When her talent was recognized and nurtured by competent superiors, she did outstanding work, winning early promotion more than once. But when she was placed under commanders who were either perturbed by her effervescence or were too incompetent to want anything to do with efficiency or actual mission completeness she ran into trouble, being demoted to Santo Hei twice along with other disciplinary measures. After a disastrous run on an Audit Team, during which she attempted to bring charges against nearly 100 senior officers for dereliction of duty for allowing dirt build-up on weapon stockpiles, a group of her former commanders – all the sort that liked and worked well with her – decided that they, having reached sufficiently high rank, could intervene, and so snatched her from the ranks and dispatched her to Kyoto War College, with a stern reminder to behave appropriately.
While accruing a large number of demerits, mainly for disrespecting seniors, Noriko graduated with honors and was promptly returned to Logistics, where she was assigned as a Flag Aide to the commander of the Star Army Fleet Depot. From there, her career progressed rapidly; her forthrightness being both more effective and less likely to get her in trouble in the officer ranks. Finally, she found herself elevated to flag rank herself and assigned as Deputy Director of Logistics, acting as Director Kawahara Opal-Chujo's second-in-command and all around manager.
In YE 41, she was transferred to the newly-opened Sakura Fleet Depot to serve as its commanding officer.

Noriko is familiar with basic radio operations and procedures and can make transmission to and receive transmission from others through headsets, starships, power armor, and shuttles in both combat and non-combat conditions. Noriko is fluent in Nepleslian and Yamataian, and has knowledge of a few traditional phrases learned from her parents. She can speak and write both correctly and efficiently and can write reports, fill forms, issue orders under fire, etc. In addition, she is skilled in communicating telepathically.
Noriko received hand-to-hand combat training, followed up with a rigorous training program. She is skilled and experienced both in Yamatai-like conditions and in zero-gravity, with and without weapons. Weapons she is trained in include energy pistols, knives, and power armor.
Noriko is capable of operating any computer system that uses the Kessaku OS, found on all Star Army starships. She is proficient in entering and/or searching for information.
Noriko received basic mathematics training, including algebra, geometry, calculus, and more.
Noriko received education on topics including the history of the Star Army and legal theory and application in the Yamatai Star Empire during her time in the academy.
Noriko received training in public speaking and making presentations. Her natural talents in taking point account for the majority of her leadership abilities, however.
A career of working in Logistics has left Noriko with an encyclopedic, though largely unconscious, knowledge of the inventory of equipment used by the Star Army.
