This document outlines several proposals by Senators Ioannes Calero and Haytham Quezzil to the Senate of the Democratic Imperium of Nepleslia. These proposals are primarily in relation to the long-standing 'Operation CB', as well as other newly-annexed territories.

Development of the current worlds garnered in the Nepleslian Colonial Expanse will be accelerated. These worlds are valuable to the Imperium, and should not be wasted by inaction.

As an aid to Section 1, Nepleslian-based corporations will be granted rewards to establish themselves within the Colonial expanse. These rewards will include, but must not be limited to:

• Tax relief of up to 3% per annum.
• Relaxed cloning restrictions for establishment of corporate assets within the Expanse for as long as two months.
• UPA Budget control restrictions relaxed during establishment within Expanse.

Military bases with Marine and Naval garrisons are to be established on each planet. At least two Divisions should be present on each world. Pending the passage of the previous Military proposal, a to-be-determined number of vessels should also be placed in orbit.

Establishment of effective and efficient police forces must be a priority on our newly-annexed worlds. Until civilian police forces can be established, SMoDIN units should be employed for this role.

The worlds garnered from Melisson during the Mishhuvurthyar departure from our sector, although secured by our military forces, are still in quite a bit of disarray. Prisoners taken by the SMX are the primary occupants of these systems, and while we are doing our best to administrate the system, very little has been done with these worlds thus far by the Imperium.

Former Mishhuvurthyar prisoners on these worlds should be returned as soon as possible to their former homes, wherever they may be. Should the former prisoners wish to remain on the SMX worlds, but are not Nepleslian citizens, they will be allowed to change citizenship to join our great nation. Nekovalkyrja must either return to Yamataian/ UOC space or be allowed to change to Nepleslian/ID-SOL/Geshrin bodies.

Planetary Houses and Local governments should be established quickly on these worlds, preferably under SMoDIN supervision until the area is fully integrated with the rest of the Imperium. Although Grand Admiral Corcyra is certainly an able administrator, these worlds belong under the control of the Imperium government, not its military.

The authoring Senators of this bill, as well as many others, have expressed reservations as to keeping the names given to the worlds by the Mishhuvurthyar. Alternative suggestions to these names are very much welcome.

These worlds must have their economies established as soon as possible, as well as Nepleslian infrastructure introduced or old Mishhuvurthyar infrastructure rebuilt.

Although our military is almost complete in its construction, civil projects and simple day-to-day industry require more space and raw materials. Hence, several more worlds within our IAA territorial rights have caught the eye of the authoring Senators. The first is the cluster of worlds north and northeast of Southern Neplesia. As the size of the Southern Nepleslia region is not large (A mere four worlds), it is the view of the authoring Senators that these worlds should be integrated into that region.

The two worlds east of P1-8/ P1-7 and south of the Mist Nebula should be annexed and integrated into the Nepleslian Colonial Expanse.

Delsauria has thus far been used to great success as something of a “gate system” to the rest of the Imperium, and is used to accept foreign vessels into Nepleslian space. However, in this age of more open diplomacy, it is the suggestion of the authoring Senators that more systems become engaged in this sort of role, preferably one in each region of the Imperium, to allow slightly more open access to Nepleslian space.

Delsauria will remain the Gate system to the Nepleslian Core.

Nepleslia Prime will be established as the Gate System of the Colonial Expanse.

Valaad will be established as the Gate System of the Nepleslian Subcore region.

Hukka will be established as the Gate System of Southern Nepleslia.

Gate Systems will be outfitted with centers for diplomacy and trade, as well as easy communications access to both the Nepleslian homeworld and foreign powers.
