Nepleslian Red Governance

Like all human factions, the Nepleslian Reds have their historic forms of governance despite their strong sense of individualism and dislike for authority. This article will detail both their historic levels of governance as well as those of the Fujiko Development Corporation representing the Reds today.

History

The culture of the Nepleslian Reds also classifies them as a nation of people. In ancient history, the people that would become the Reds were quite capable of forming a nation-state (Tymian Empire) and ruled over vast parts of Nepleslia (now known as the Democratic Imperium of Nepleslia). But the downfall of the Reds came down to their increasing ideological adherence at the fall of the Tymian Empire (dissolution of the UEF).

Nepleslian in general are very individualistic and materialistic people. As they lost more and more territory to their rivals, the Greens, they increasingly tried to garner support from their fellow Nepleslians by granting more and more room to do whatever they wanted to do so long as they supported them. With more mature individuals that remembered what created the Reds to keep them focused, this was not much of an issue. But as they were increasingly replaced with immature clones that only knew what they were trained to fight and support the cause, eventually it became a self-sustaining cycle of self-destruction.

After the fall of Kennewes and the collapse of their faction, a new generation of Reds was required to survive their people of “renewal” in the Fujiko, Rufusland, and Ukmirt systems. While the surviving “Elders” assumed positions of power and tried to rekindle the ideology of old that their mission was to free Nepleslia from the Greens, they were increasingly drown out wondering why these clones were more focused on rearming and not improving their lot in life.

Levels of Governance

Like all governments of humanity's existence, a single individual cannot focus on the needs of each and every member under them. Delegation and fragmentation of government duties they do not want to provide themselves helps ease the burden of rulership.

National

With the exception of the Tymian Empire, the Reds have never really had an effective national government outside of the old Red Star Army. Today a seedling of a national government has appeared, taking on the form of the Fujiko Development Corporation. To break their connection with Nepleslia, the FDC opted to create a new flag to represent their “corporate brand” and incorporates the Tymian Star. The old flag without in tricolor only format is also used to represent the whole of the nation of the Reds.

System

Historically systems under the control of the Reds were the responsibility of a military governor appointed by the old Red Leadership. But they never had any real power (or ability) to tell those below them what to do as laws and regulations are a rarity with the Reds outside of common sense ones such as “Don't drink while on guard duty”.

Currently, under the Yamatai Star Empire, the systems of Fujiko, Rufusland, and Ukmirt should be ran by a governor selected by themselves per Yamataian law. As the Reds never bothered to do so before YE 45, they never had proper representation (and thus ignored) by the Yamataians as they interpreted it as the Reds wished to be do things on their own.

To address this, the Fujiko Development Corporation organized each system within the region as an Union of the corporation. They then appointed a Director-General to each Union that also acts as the governor for the system for 2 years. The next term after will be subject to elections with terms extended to 4 years.

The following Director-Generals have been appointed by the Fujiko Development Corporation as of YE 45.1:

  • Fujiko: Director-General Tyler White
  • Rufusland: Director-General Obadiah McDonald
  • Ukmirt: Director-General Risa Mizumitsu
  • Halna: Director-General Alexander Brown (by proxy)

Planetary

If there are ever multiple high density planets within a single system, Fujiko Development Corporation has reserved the right to form self-governing planetary governments. But currently, the governor of the system has responsibility of working with regional governments in development and governance oversight.

Regional

The traditional anarchically nature of the Reds begins to fall away when you get down to regions of a planet. Feeling less weight of the “man” (even though those in power have even more influence), Reds begin forming self-governing organizations made of a single large community, a collection of smaller communities banding together, and a mixture of the two.

Regions dominated by Base Nepleslians tend to employ either direct democracy or a limited form of representative democracy where an individual is elected by their peers (usually community leaders) to represent their interests within the region. The latter is more stable as regions that employ direct democracy tend to be chaotic with regular in-fighting disputing major decisions.

Reds of Lianjia descent tend to be slightly more collectivist where their culture of personal relationships plays a lot into who is elected. Direct democracy is rarely utilized do to the tendency to ruin community cohesion. Decisions are made through informal channels, with community leaders relying on their personal connections to build consensus and mobilize support. This system of self-governance emphasizes the importance of personal relationships and trust in fostering community cohesion.

Reds of Mareesha operate in a similar manner to the Lianjia with their self-governance. A system of consensus-building, in which decision-making is based on broad agreement and consultation among community members. This model would emphasize the importance of collective decision-making and mutual respect, as well as the value of compromise and cooperation. It could be facilitated through mechanisms such as regular community meetings, the involvement of elder clones, or the use of traditional dispute resolution methods such as mediation.

The Fujiko Development Corporation decided to not infringe on these methods by instead opting for a “federalism” approach. Acting like a franchise of the Fujiko Development Corporation, regions wishing to be part of the corporation and gain the benefits of doing so must write a “regional” charter that includes the basics enshrined in the Red Sands Charter as well as their local principles on how to govern their regions.

THe Fujiko Development Corporation is currently in the process of incorporating more regions of Fujiko, Rufusland, and Ukmirt under their authority.

Community

The most basic of governance for humans like the Reds. They are similar to regional, but condensed down to as few as 2 families and as large as a city of tens of thousands of families. How they are governed largely depends on the principles of those under them. They could be ran by a mayor-council syste elected by their peers or they could (more traditionally) be ran by a criminal dictator (often the result of direct democracies) extracting most of the resources of the community for their own petty uses.

The Fujiko Development Corporation is doing their best to promote representative democracy and consensus building with their federalism and reduce direct democracies by having Regional Corporations recruit their member communities to become Municipal Corporations. Like Regional Corporations, Municipal Corporations also must write a charter that outlines how it will operate under the Red Sands and Regional Corporations.

Municipal Corporations are expected to have the greatest variance of styles of government as some might want to emulate the Yamataians, while others might try to squeeze in “survival of the strongest” by making strange tests of strength to determine their officials.
