United Norian Imperium Politics
History and Background
Throughout the History of the Norian People and Nations there have been several dynasty changes and governments. The system was originally developed by Caecyan Eitan in BYE 1002. This coming together of the Norian people under one ruler was an important milestone (called the Falcon Movement) in the development of their nation.

About Norian Politics
The government has many levels, national, state and local. Each level plays an important role in the political system of the United Norian Imperium.

| Jol'Aester(Empress) and/or Jol'Aestaesys (Emperor) | The ruling sovereigns of the United Norian Imperium. They are responsible for the overall political power and can issue Imperial Decrees which serve as the superior law in the nation. They have the last word in matters of state; diplomacy, decisions of war, structure and overall objectives of the United Norian Navy, finance, and all other facets of the government. |
| Ruling Ysi(Family/Clan) | Serve as advisory, secondary authority of the ruling sovereign, continuity of government. Often times members of the Imperial Ysi will serve in the United Norian Navy and hold roles in the command structure. Some are also involved in other levels of the government. |

| Guyaslus (Governor) | The governor serves as the state's representative to the elected Senator and serves as the head of the Sphere Quorum. Has the power to veto the legislations created in the Sphere Quorum. This position generally is held by the head of a major Ysi in the region. |
| Sphere Quorum | The Sphere Quorum has the same role as the Imperial Senate, but on a state level. They elected by the populations of their Sphere State. |

| Plihis (Prefect) | The local representative to the Governor and Head of the Local Quorum. Has the power to veto legislation in the local prefecture quorum. |
| Prefecture Quorum | Local district populations vote for a representative to represent them in the Prefecture Quorum. They play the same role as the Imperial Senate and Sphere Quorum but on a local level. |
Debates
Due to the generally common philosophies of Phaloam and Nathaul, political debates can be emotionally intense and take priority. Some Norians see the debates between leaders as a form of entertainment. Often times the actions of politicians lead to the people having debates with each other about what and who they support.
Multiculturalism and Slavery
Up until the abolishment of the Church of the Builders and the removal of it's power in government by Tetsuya Eitan (Airwin Caeyara), Norians were xenophoic toward many cultures they encountered. This resulted in slavery and mistreatment of those they considered Cli'cha. Since the abolishment, many Norians have embraced other species and cultures that they have encountered. Slowly the Norian population is opening up to other species and races. Tsenlan in particular has changed drastically from these old ways. In YE 44, slavery was outlawed in what would become the United Norian Imperium.
In YE 46, there are many who believe that Venquia Vaelaris Orinas seeks to reinstate these now taboo beliefs, but that is only speculation and rumor.
Leviathans, Sylphs and Mindhives
As of the end of the Umarian Wars in YE 30, Leviathans, and Sentient Mindhives were granted full rights as citizens. Those serving in the United Norian Navy do so at will. In YE 45, thanks to Uaeso Eitan this was also extended to Sylphs. Leviathans have been known to call in help from other Leviathan possessing Empires in their time of need.7) The accord that exists between the Norians and their Leviathans is considered a fundamental part of their society.
The Three Ysi
The Eitan, Orinas and Lunari are the most powerful Ysi in the United Norian Imperium. Together they form three separate Imperial Houses that have traditionally married into each other. During the Falcon Movement, Caecyan Eitan, the Jol'Aestaesys that brought the world governments of Noria together intended for these three families to take turns ruling the Empire he conceived. After several centuries though, the Eitan Ysi remained in control. In YE 46, when Jol'Aestaesys Tetsuya Eitan (Airwin Caeyara) perished that changed when he stipulated that his political wife Jol'Aester Sylix Lunari would take the throne after his death. Her dynasty would become the shortest in history after she betrayed the nation to the Craethel. In YE 46, after Sylix's betrayal, Aetreille Eitan and her brother Esari Eitan ascended to the throne.
United Norian Navy
The military has been in the control of the ruling Imperial House since the Falcon Movement. Outside of the ruling Ysi, the only other authority would be the Col'Kryso (Director of the UNN), and they report to the sovereigns directly.
Similarly to the Star Army of Yamatai, the United Norian Navy has blank cheque budget controlled by the sovereigns.

In YE 46.8, Sylix Lunari created the Imperium Senate after she abolished the Athalae Quorum which had been in place since the Falcon Movement

In YE 46, Jol'Aester Sylix Lunari granted special powers to Venquia Vaelaris Orinas which gave him the ability to control the United Norian Navy. This also broadened the overall influence of the position. Many believe this is a violation of law even if it was an Imperial Decree.
