These are structures intended to attack orbiting ships, or ships that are within a certain AU or KM's of the planet. The Kingdom of Neshaten, though the use of modular components, often times has their GOOS's also target ships in atmosphere, however, attacking ground units is a risky venture but is still possible - hence the name 'Ground' Orbital Offensive Structures.
