The Operator Tactical Dress was designed by the founding members of Division 5 in early EE004 (YE 40) for use by Division 5 operators during field missions. Its goal is to provide a good amount of protection, be practical in usage, and maintain the mobility of the operator wearing it.
The Tactical Dress consists of a chest rig, a small backpack, limb guards, and a low-profile helmet. While intended to be practical, it must also preserve an operator's stealth and low profile due to their line of work - thus the armour of the Tactical Dress is composed of a lightweight material and only covers vital areas such as the chest. Small guard pieces are on each forearm for an edge in melee combat and guards covering the entire front of both legs provide some protection against blades and small arms fire.
The chest rig consists of two sections; the first - the armour section - consists of a long section of ballistic armour with a hole in the centre and is designed to be slipped over the head so that one end covers the front and the other covers the back, leaving the sides slightly exposed due to being held together by straps. The second section is the tactical rig, which goes on over the armour and features a back holster for the Shukara Covert SMG, a hip holster for the Sharp - Needler Pistol, and several dedicated pouches capable of carrying up to three spare magazines for the pistol and up to four for the submachine gun - however, the more that are slotted in the heavier the rig becomes.
The included helmet has a low profile and is simple in design, with nothing more than a light framework and a hardened plastic faceplate. It has a small rechargeable power-source which is used for a simple HUD that shows a map (if available) and communications-related information.

To wear the Operator Tactical Dress, the armour section of the chest rig is first slipped over the head so that the front and back are covered by the ballistic material. The front and back are then clipped together around the sides to pull the material tight over the torso and offer some degree of protection to the sides; next, the tactical rig is fastened over the top of the armour section, followed by the leg armour, the gauntlets, the backpack ending, and finally the helmet. Repeat the process in reverse to take off.
The entire outfit is an ashen black colour with a fluctuating pattern of lighter and darker shades to help the outfit more easily blend into darker backdrops. As the greater part of all Division 5 activity takes place at night, this camouflage is ideal for use by the organisation.
