A governing document created to change how the Reds govern themselves, the Charter of the Nepleslian Reds (also known as the Compact of Rights) was created in late YE 44.4.30. It was adopted as the governing document of the Territorial Administration Services in YE 45.

Ever since the Tymian Empire was merged into the United Empire Forces, the Nepleslian Reds (descending from remnants of the Empire) has been governed by “who has the biggest gun”. It worked as competent leaders tended to ascend to positions where they inspired and had the biggest gun. The years before the Fall of Kennewes, more and more incompetent and corrupt individuals were finding themselves in positions of leadership.

After the coup of late YE 43, there was much celebration as many Reds realized there was a chance for an improvement of their standing in the sector. They also realized, in their drunken state, that they needed to reform how governance was done within the faction to prevent a repeat of their sorry state. On the dance floors and karaoke rooms of the Red Weasel Club, the Charter of the Nepleslian Reds was born.

We, the people of the Nepleslian Reds, in order to establish justice, promote liberty, ensure domestic tranquility, and secure the blessings of freedom for ourselves and our posterity, do ordain and establish this Charter of the Nepleslian Reds.

The people have the right to keep and bear arms and defend themselves, their families, and their property.

The people have the right to freedom of speech and expression, and to peaceably assemble and associate with one another.

The people have the right to be secure in their persons, houses, papers, and effects against unreasonable searches and seizures.

The people have the right to own, use, and dispose of property, and no private property shall be taken for public use without just compensation.

The accused have the right to a fair, speedy, and public trial by an impartial jury, and to be informed of the nature and cause of the accusation, to confront witnesses against them, and to have the assistance of counsel for their defense.

No cruel or unusual punishments shall be inflicted upon those convicted of crimes.

The people have the right to self-governance within their respective organizations, and local jurisdictions, so long as such self-governance does not conflict with the rights and liberties established in this Charter.

All persons shall be entitled to equal protection under the law and shall not be subjected to discrimination based on species, race, creed, sex, age, origin, or status.

All clones created for service by Nepleslian Red society shall be guaranteed full human rights at conception and given supplies to live autonomously after completing eight years of service to their respective organization.

The powers not delegated to governing organizations of the Nepleslian Reds by this Charter, nor prohibited by it to individual organizations, are reserved to the people of the Nepleslian Reds.

The Charter was signed by several individuals, including Horatio Sun, Alexis Wood, Anastasia Kuznetsova, and Suzuki Akira, among many others.
