In late YE 34, Motoyoshi Hanei Kaisha began to explore the possibilities of providing a major materials processing facility for mining operations within the Yamatai Star Empire. The Kodoku-Class Mining and Processing Facility was the resulting product.

After exploring the prospects of opening an in-house mining division to boost internal revenue through the sale of raw and processed materials as well as for state sanctioned use by the Yamatai Star Empire, the focus of designers turned to a mobile mining and processing facility that would not only process harvested materials but serve as a major platform for asteroid mining.

As analysts and designers began to work together, it became plausible and economical to turn the design into a hub for the receiving and processing for mining ships conducting operations on worlds that did not have mining facilities of their own, as well as to serve as a storage and processing terminal for tankers carrying gases and liquids harvested from gas giants and nebula.

After intensive debate, it was decided that the Ge-H1-7A - Kōdaina Minato-Class Orbital Installation would be modified for this use, creating a super-hub for materials processing. Due to the design's massive size and cost however, it was likely however that only a small number of the facilities would be built.

The first facility was constructed in YE 35, and then placed into active production in the Siren System by Yugumo Corporation as Yugumo Corporation's primary Port in the system.
