Territorial Administration Services

The Territorial Administration Services (TAS) is a specialized division of the Fujiko Development Corporation that provides government-type services to commercial clients. It is primarily focused on supporting the reorganization and economic improvement of the Fujiko Region (Fujiko, Rufusland, Ukmirt). The TAS operates in a structured hierarchy with distinct administrative levels (Unions, Regional Corporations, and Municipal Corporations) to ensure efficient governance and the delivery of essential public services. It officially commenced service in YE 45.3 with the establishment of The first three unions of the TAS, becoming the defacto system governments of Fujiko, Rufusland, and Ukmirt.

Because the TAS is not officially a government entity and is within the Yamatai Star Empire, the TAS lacks a legislative branch creating laws. It instead defaults to imperial laws of the Yamatai Star Empire.

TAS Executive Branch

Tasked with the operation of Territorial Administration Services, the executive branch ultimately answers to the CEO of the FDC.

Executive Council

The Executive Council is the primary governing body of the Territorial Administration Services, responsible for overseeing the operations and strategic direction of the organization. The Committee consists of key executive members who hold various leadership positions within the TAS. These members work together to establish policies from FDC directives, manage resources, and ensure the smooth functioning of each department.

Members of the Executive Council are:

  • Director-General John Wickison: The highest-ranking official within the TAS, responsible for overall leadership and direction of the organization. The Director-General sets the strategic vision, ensures coordination among departments, and represents the TAS in the FDC Board of Directors.
  • Deputy Director-General Mizumitsu Zarah: The second-in-command within the TAS, responsible for supporting the Director-General in their duties and overseeing specific areas of operation or functions within the organization.
  • Department Heads: Each department within the TAS Executive Council is led by a Department Head who oversees a specific area of governance and service delivery. These Department Heads are responsible for implementing policies, managing resources, and coordinating efforts within their areas of expertise. Appointed by the chairman, it can be veto'd by only the CEO of the FDC.

Departments

The TAS Executive Branch is organized into various departments, each focusing on specific areas of governance and service delivery. These departments are led by their respective directors and are responsible for implementing policies, managing resources, and coordinating efforts within their areas of expertise.

Department of Development and Planning

Led by Director Lila Huang, this department is responsible for overseeing the growth and development of infrastructure and public services within the territories managed by the TAS.

Department of Economic and Industrial Planning

Headed by Director Arvind Patel, this department focuses on promoting economic growth and industrial expansion, while ensuring sustainable development and responsible resource management.

Department of Education

Under the guidance of Director Maria Espinoza, this department oversees the education system, ensuring access to quality education and promoting workforce development programs.

Department of Health

Directed by Surgeon-General Dr. Kian Rostami, this department is dedicated to ensuring the provision of adequate health care and social services to residents within the TAS jurisdiction.

Department of Transportation

Headed by Director Wen Yanfei, this department is responsible for overseeing the development and maintenance of transportation systems and infrastructure within the TAS territories.

Development Committee

The Development Committee is composed of elected representatives from regions within member Unions within the TAS. How they are elected is determined by each Union. Committee members serve fixed terms (6 years at uneven intervals) and work together to address the needs and priorities of their constituents. Key responsibilities of the Development Committee include:

  • Enacting laws and regulations
  • Setting policies for various departments and agencies
  • Approving budgets and financial plans
  • Reviewing and amending proposals from the executive branch

Sub-Committees

To facilitate focused decision-making and in-depth analysis of specific issues, the Development Committee establishes various sub-committees. These committees are composed of council members and may also include expert advisors or community representatives. Some examples of committees within the Legislative Council are:

  • Sub-Committee on Development and Planning
  • Sub-Committee on Economic and Industrial Planning
  • Sub-Committee on Education
  • Sub-Committee on Health
  • Sub-Committee on Security
  • Sub-Committee on Transportation

Each sub-committee is responsible for reviewing proposals, conducting research, and making recommendations to the full Development Committee on matters related to their respective policy areas.

TAS Judicial Branch

The TAS Judicial Branch serves as the legal authority within the Territorial Administration Services. It is responsible for interpreting laws, adjudicating disputes, and ensuring that the actions of the TAS and its various departments are in compliance with established legal frameworks.

High Judicial Tribunal

The High Judicial Tribunal is the highest court within the TAS and is composed of appointed judges with extensive legal experience. The key responsibilities of the High Judicial Tribunal include:

  • Interpreting laws and regulations within the TAS jurisdiction
  • Adjudicating disputes between individuals, organizations, and government entities
  • Reviewing and ruling on cases related to the constitutionality of laws and policies
  • Providing legal guidance to the executive and legislative branches on matters of law

In addition to the High Judicial Tribunal, the TAS Judicial Branch may also judges appeals of cases from lower courts and tribunals that handle specific types of legal disputes, such as administrative, civil, or criminal matters.
