Noriko was born in YE 03 two minutes after her twin brother Fujita. A fact that he playfully reminds her at every chance. She was born NH-1 Geshrin, and upgraded to the NH-22C Yamataian in YE 27.

She was raised in the the town of Takekumori with most of the Shinja Clan. Noriko and Fujita were traveling with an uncle when the Great Plague of YE 08 occurred. Most of the inhabitants of Takekumori were unaffected by the plague. As a young woman Noriko found that she had a talent for teaching, and tutored several children at the local school.

In YE 21 she and her brother chose to enlist in the Star Army of Yamatai to fulfill the Clan's requirement of a term of public duty. During training Noriko was identified as having an aptitude for teaching. When her enlistment was up, she liker her brother surprised her family and Clan by choosing to re-enlist.

In YE 31 Noriko was assigned to the position of Director of Star Army Training Administration.
