Of average height, build, and weight with long golden blonde hair, the feature that most people take note of is her eyes. One is an ice cold blue and the other is red like a smoldering ember.

Those who first meet her tend to notice that she's quiet, answering questions with short to the point answers. However, this is mostly due to her not thinking most people are very interesting upon first meeting them. If someone asks her about something that she's passionate about, she can quickly turn into a fount of information. She plans to retire from the Star Army after the Kuvexian War to settle down with her partner and perhaps open a bakery. Tactically, she tends towards a planned aggressive approach. She is a very independent thinker and while not particularly innovative, she is good at adapting on the fly.

Signy Williams was born in YE 07 in the city of Geshrinopolis, Yamatai (Planet). Her parents run a small bakery. However, she knew that she wanted to go to space. When she was old enough, she enlisted in the Star Army. Initially assigned as a cook, she found it didn't suit her so she changed to logistics. While her logistic's work was praised, she still wasn't satisfied and switched to medical. She quickly rose through the ranks as a medic noted for her leadership skills. When she was a Jôtô Heisho, it was suggested to her that she might want to become an officer. She became a Mustang officer and started to rise through the ranks of the officer corps. Her first assignment was as a military police officer, but she quickly moved into Star Army Intelligence. She spent several years with them before becoming the first officer of a Gunship. When her captain was offered the command of a Sharie, she went along. Her first command was a Carrier. After her carrier was destroyed in battle, she took command of the brand new YSS Ranger III. In YE 44, she gained command of 7th fleet's Nami no Seijou Division.
