Poku Jyaonka (Codex of Clan)
Within the Poku Saeruo Degonjo Citizenship bestows rights and responsibilities. These are the clan specific laws.
CP-0.0 Citizen
CP-0.1 The definition of a Citizen
CP-0.1.1 Privileges
Citizens enjoy the following rights.

The
Tanoi (Council) must render their decision within three hours of the hearing.
Supplicant need not be present, but the
Tanoi must provide written response which become a matter of public record.
In the event that the application is denied, the
Tanoi must provide the rational for the denial.
CP-0.2.4 Appeal
All supplicants have the right to appeal the decision of their local
Tanoi to the next higher
Tanoi.
CP-1.0 Other Clan Members
Within the Poku Saeruo Degonjo there are other members who have a different level of citizenship. The following are examples of such.
CP-1.1 Pokuvonai

Tula are automatically afforded status as a member of the Poku Vit (Plant Clan). They have the following rights.

Other Poku'vonai who take and fail the ritual, or choose to not take it, retain the following rights.

These members of the clan have unique circumstances and so have specific rights.
CP-2.0 Casting out a citizen
Being a member of the Poku Saeruo Degonjo is a major part of all Poku'vonai. For these reason being Cast out from the Poku'vonai is one of the harshest punishments. It means to be stricken from Punla (Family), Ruoka (House), Jaeli (Sects). Once a person is cast out, it is as though they never existed. There is no return from this punishment. This punishment is given for heinous crimes such as sexual assault.
CP-2.1 Methods
Before the Norka (The Exodus) a person being cast out would be taken to the edge of the settlement branded and turned loose. Left to fend for themselves with no tools or weapons.
When being cast out, the person will either be taken to a planet and left there with nothing.
CP-3.0 Censuring a citizen
For some offenses Censuring is the accepted form of punishment. This is basically a temporary punishment, that revokes the offenders status within their Jaeli (Sects), along with other restrictions.

CP-4.0 Rights of Non-Clan Members
Most of these rights are suspended since the Poku Saeruo Degonjo currently has no alliances, and Non-Clan members do not travel within the clan. However, they were never officially taken off the books, so if non-clan members who were not Râyjo Vonai (Bound People) or prisoners, were allowed in. These laws would be binding.
CP-4.1 Rights of Emissaries
Vonai'bu Emissaries who request entry to Poku Saeruo Degonjo territory have the following rights.
May travel on a Diplomatically designated craft
May carry a weapon
May have an armed escort not to exceed twenty.
May not be searched
May establish and maintain an Embassy

CP-4.2 Expectations of Emissaries
CP-4.3 Rights of Vonai'bu (Aliens)
May carry a weapon
May purchase crafted items
Due process in criminal matters
May request their Emissary intervention if present
Must stop and be cleared at a way station prior to entering clan space
Warships may not enter without permission unless part of an Emissary escort
CP-4.3.1 Work Visa
Vonai'bu (Aliens) who have come to work in Poku Degonjo Saeruo territory will be issued prior to their departure or at a way station
Require a confirmed sponsor.
Must state the nature of the work
Must state the duration
Minimum 1 Lua (Month)
Maximum 2 Mâi (Years)
Must include where the person will be staying and working.
CP-4.3.2 Travel Papers
Vonai'bu (Aliens) who are visiting the Poku Degonjo Saeruo will be issued travel papers when they go through customs.
Will contain the likeness of the person.
Are issued to any Vonai'bu regardless of age.
Will include a reference to what form of proof of identity was used
Will be issued for one Lua (Month) minimum, but may be issued for up to two Mâi (Years).
Will be issued even if the individual has a work visa
Papers must be carried on the person when outside of their residence or accommodation
CP-4.4 Rights of Trade with Vonai'bu (Aliens)
Trade may take place only between the Clan and Poku'wumyi (allies)
Poku'vonai must have a permit to trade with Vonai'bu (Aliens)
Vonai'bu must have a permit to trade in Clan Space
Trade can be conducted between Individual or Businesses.
Trade must be confined to approved product types (See list of approved trade items)
Must pay appropriate taxes depending on where transaction takes place.
CP-4.4.1 Trade Permit
Anyone wishing to conduct trade within the Poku Degonjo Saeruo territory must have a Trade permit.
May be issued to an individual or entity such as a business, House or Sect.
Must include what type of trade in general terms, eg electronics, clothing, etc
May be issued to cover more than one trade
May be revoked if they violate they fail to pay taxes according to clan law.
Will be revoked if they violate the restricted trade items.
CP-5.0 Alliances
CP-6.0 Employment
Every citizen has the right to pursue employment regardless of Jaeli (Sects), Ruoka (House), sex or species so long as they are physically able and have the requisite skills.
CP-7.0 Death
Death is a natural part of life, but there are laws within the Poku Saeruo Degonjo that provide guide lines on how it is handled.
CP-7.1 Natural
Under these conditions death is considered natural
Death by natural causes, disease, old age.

Witnessed death in battle.
Souibâ (bright death) individual died well, and with a purpose.
Souâbi (dark death) dying badly, death had no meaning
CP-7.2 Accidental
Life is fraught with dangers, and Poku'vonai die from accidents.
Vehicular mishaps, (provided no evidence of malice or tampering)
Explosive decompression
Killed by natural phenomenon on planets
CP-7.3 Murder
Murder is not unheard of, but it is considered a dishonorable, cowardly way to kill. Death under these ways is considered Murder
CP-7.4 Executions

Assault comes in three forms within the clan.
CP-8.1 Physical

CP-8.3 Mental
CP-9.0 Incarceration
A person may be incarcerated as either punishment, or pending punishment
CP-9.1 Ship board
A person can be confined to their starship as punishment by the ship Ta'a.
A person so incarcerated may only leave the ship under armed escort and may not carry weapons.
Person so incarcerated may not carry any weapon on ship, and must confine their activities to their occupation, quarters, and dining facilities unless escorted.
CP-9.2 Planetary
Currently the only planet that a person can be incarcerated is Ikâtue (Rock)
CP-9.3 Sotâka Ruomâqi (World Station)
Sotâka Ruomâqi (World Station) has the only current active prison facility.
House Arrest
Prison
There are in fact two prisons in World Station the first is the holding facility. It is where citizens are confined awaiting trial.
The second facility is the actual prison, it is for convicted criminals. It is located at the base of World station. Access is strictly controlled.
CP-10.0 Embassies
As established in CP-4.1 Rights of Emissaries a recognized government may establish an Embassy within the clan controlled areas. This section of the Codex outlines this in detail.
CP-10.1 Establishment

A section of land sufficient for the Emissary to construct an Embassy of their own design.
A designated landing site/facility identified for Embassy traffic.
Access to public communications shall be provided.
Secure access to communications systems shall be provided.
CP-10.2 Rights
This second covers the rights of the embassy. These rights extend from the establishment until the dissolution of the Embassy.
The Embassy and its surrounding grounds shall be considered the sovereign property of the owning nation.

The Embassy shall be responsible for security within the compound.
The Emissary may appoint one Ta'a (Speaker) who shall have the same rights as the Emissary save the right to establish an Embassy.
