Territorial Administration Services Regional Corporation

Designed to grant greater control of local affairs, each Territorial Administration Services Regional Corporation is unique due to the Regional Charter that must be drafted (and compatible with the FDC Charter) and approved in a referendum by the local population when the Regional Corporation is formed. Some Regional Corporations mirror the three-branch split of higher levels, while others do a good enough job to obfuscate their true authoritarian nature. Though while public services are managed by the Regional Corporation, all are supported directly by the FDC and are subject to supervision from both TAS and the Internal Investigation Committee of the FDC.

Above the Regional Corporation is the Territorial Administration Services Union, while below is the Territorial Administration Services Municipal Corporation.

Regional Executive Branch

The Regional Executive Branch is responsible for managing the daily operations and administration of public services within the region.

Executive Council

The Executive Council is the primary decision-making body of the Regional Executive Branch, consisting of the following members:

Commissioner

The chief executive officer responsible for overseeing the region's administration and policy implementation. Four additional Commissioners are elected if the region lacks a legislative branch to handle the creation of policies and budget.

Department Heads

Department Heads are appointed by the Commissioner to lead specific regional departments, such as public safety, public works, or economic development. They are responsible for managing their department's operations, budget, and personnel, as well as developing and implementing policies and programs to address the needs of the region. Department Heads report directly to the Commissioner and collaborate with other members of the Executive Council to ensure the efficient delivery of public services.

Sheriff's Office

The Sheriff's Office, led by the Sheriff, is responsible for law enforcement and maintaining public safety within the region. The office oversees the regional police force, manages emergency response services, and coordinates with other law enforcement agencies. In addition to the sheriff, the office also employs deputies, investigators, and support staff.

Regional Treasury Office

The Regional Treasury Office, headed by the Treasurer, manages the region's finances, collects taxes, and oversees the disbursement of funds. The office also develops and maintains the regional budget, oversees financial investments, and manages regional debt.

Regional Audit Office

The Regional Audit Office, under the guidance of the Auditor, ensures the proper use of public funds and conducts audits to maintain financial accountability. The office investigates potential financial fraud, waste, and abuse, and provides recommendations to improve financial management practices.

Prosecuting Attorney Office

The Prosecuting Attorney Office, led by the Prosecuting Attorney, represents the region in legal matters and prosecutes criminal cases. The office also provides legal advice to regional government agencies and works to ensure compliance with local, state, and federal laws. The Prosecuting Attorney is assisted by a team of assistant prosecutors and legal support staff.

Records Office

The Records Office, managed by the Recorder, maintains public records, including property deeds, marriage licenses, and other legal documents. The office is responsible for recording, preserving, and providing access to vital records and other important regional documents. The Recorder also ensures the accuracy and security of all recorded information.

Engineering Office

The Engineering Office, led by the Chief Engineer, oversees public infrastructure projects, such as roads, bridges, and water management systems. The office is responsible for planning, designing, constructing, and maintaining regional infrastructure assets. The Engineering Office works closely with other departments, local governments, and private contractors to ensure the timely completion of projects and the efficient use of resources.

Regional Legislative Branch

The Regional Legislative Branch is an essential component of the regional government, responsible for enacting policies, regulations, and budgets for the region. Its structure and composition may vary depending on the Regional Charter but generally operates through a deliberative body, such as a Regional Assembly.

Regional Assembly

The Regional Council Assembly is the primary decision-making body of the Regional Legislative Branch, consisting of elected representatives from various districts or municipalities within the region. The size and specific responsibilities of the council or assembly may vary based on the regional charter, but typical duties include:

  • Drafting and approving regional laws and regulations: Council or Assembly members collaborate to create and revise regional policies in accordance with the Regional Charter and the broader interests of their constituents.
  • Approving budgets: The Regional Council or Assembly is responsible for reviewing and approving budgets proposed by the Regional Executive Branch, ensuring the responsible allocation of resources and prioritization of projects and initiatives.
  • Oversight of the Executive Branch: The Regional Legislative Branch has a duty to maintain checks and balances within the regional government, ensuring the Regional Executive Branch operates within the bounds of the law and regional charter. This may include investigations, inquiries, and, if necessary, the impeachment of executive officials.
  • Constituent services: Regional council or assembly members are accountable to their constituents, engaging with them to address local concerns and advocating for their interests within the regional government.'

Committees

To better address specific policy areas and streamline decision-making, the Regional Council or Assembly may form specialized committees. These committees are typically composed of council or assembly members with expertise or interest in specific subject areas. Examples of committees may include:

  • Economic Development Committee: Focused on promoting regional economic growth, attracting investment, and supporting local businesses.
  • Education Committee: Works to improve regional education systems and ensure equitable access to quality education for all residents.
  • Health and Human Services Committee: Addresses public health issues, social services, and support for vulnerable populations within the region.
  • Infrastructure and Transportation Committee: Oversees the development, maintenance, and improvement of regional infrastructure and transportation systems.
  • Public Safety Committee: Collaborates with law enforcement and emergency services to ensure the safety and security of regional residents.

Regional Judicial Branch

The Regional Judicial Branch is an essential part of the Territorial Administration Services Regional Corporation, serving as an independent body that ensures the proper administration of justice and the rule of law within the region. It is responsible for the fair and impartial adjudication of cases, interpreting and applying the law in a consistent manner, and safeguarding the rights and liberties of the citizens.

The Regional Judicial Branch consists of the following courts:

  • Court of Common Pleas: This court handles felony cases, more severe civil cases, and family law matters such as divorce, custody, and child support disputes. It is led by a presiding judge who is responsible for the administration and oversight of the court, and is assisted by a number of associate judges who hear individual cases.
  • Regional Courts: These courts handle misdemeanor cases, minor civil disputes, and small claims cases. They may also hear preliminary matters in felony cases before they are transferred to the Court of Common Pleas. Regional Courts are led by a chief judge, who oversees the administration of the court and is assisted by several associate judges.

In addition to the courts, the Regional Judicial Branch also includes various support services and personnel, such as court clerks, bailiffs, and probation officers, who assist in the administration of justice and the enforcement of court orders.
