Poku'kai Kavoráy (Alliance)

Poku'kai Kavoráy, or Words that Bind Nations, are what the Poku Saeruo Degonjo call Alliances. For more information about how the Clan views other major cultures it has encountered, and to learn more about Clan international relations, see the Kâurvonai (Cultures) article.

The Vonai-Rya'ka (Emissary) is the only person within the clan other than the Mui (Clan Leader) who can negotiate Alliances.

• Alliances must be first worked out with the Vonai-Rya'ka (Emissary).
  • Tradition holds that an alliance may only be formed on the third of three meetings held for that purpose. If an agreement cannot be made within three meetings, then the process is considered to be failed, and must be restarted at a later time.
    • The first of these three formal meetings is held at the location of choice of the nation being approached, and is typically attended by an Ambassador appointed by the Emissary. The Vonai-Rya'ka may not reveal themselves until after conclusion of the first meeting. Instead, the Emissary listens to the reports of the Ambassador, and uses this information to prepare for the second meeting.
    • The second meeting is held at the location of choice of the approaching nation; the Emissary must attend this meeting.
    • The final meeting is held at a location mutually agreed-upon by both parties.
• The proposed Alliance must then be approved by the Mui (Clan Leader) before it is binding.

The clan currently has two active alliances; the Poku Saeruo Degonjo had many prior to the Norka (The Exodus), but these effectively ended upon the destruction of the Qaktoro Empire. Note that, though these are called alliances, they may not necessarily involve mutual defense agreements. See the text of each treaty to understand what is required and permitted under each.
