Build and Skin Color: Kai Wei is in excellent physical shape. He easily fills out his uniform, cutting an impressive figure without appearing bulky. His skin is quite pale and contrasts with other darker features.

Eyes and Facial Features: His face has a chiseled heroic look. His slanted eyes are such a dark brown they look almost black against his skin.

Hair Color and Style: He keeps his face clean shaven with short black hair. It is parted along the left side and swept right.

Distinguishing Features: Although it could be said Kai Wei looks very stereotypical overall, his real distinguishing features lie hidden beneath his uniform. His body is quite scarred to be a lasting reminder of his loss in the Tange system.

Personality: Kai Wei is a proud and somber man. He has a strong sense of duty instilled in him from early in his Peacekeeper career and he believes that loyalty and faith to his nation should be a mirror to his life. Since the events in the Tange system, Kai Wei has been a quiet almost brooding man. He is social enough when the circumstances require it but he prefers to be alone in almost an eternal remembrance.

He demands order and structure from those under his command and only barely tolerates most of the usual Nepleslian past times. Luckily, his attention  to order, while originally off putting, has been known to enhance safety amongst his crews and even allows additional  downtime thanks to its efficiency.

He was raised knowing that protecting those around you is the fastest way to peace. This has stood as his motto throughout his Naval career, even more so after the Tange events.

Kai Wei seemed to be lucky his whole life and even before it, though not necessarily for the better. It started with both of his parents surviving the Plague within the Yamatai Star Empire. He was born three years later starting off a new generation of the Liang family. He was as good as a child that his parents could hope for. He was a good student, well liked and active in recreational pursuits.

He learned a lot from his family and stuck by them when they decided to leave Yamatai and join the UOC in YE 30. Kai Wei felt so invigorated being surrounded by such like minded people he eagerly joined the Peacekeepers in YE 32 and became a crew member on the UCS Sevti, a ship assigned to the Education and Defense Squadron. Sadly, it was only a year before the battle in the Tange system, in which the Sevti was destroyed.

The battle left Kai Wei in critical condition but thanks to his mates he was loaded into an escaps pod and successfully treated by Nepleslian medical staff. He chose to continue bear those scars as a reminder. He was forced to sit by and watch the evacuation of the Tange system. He witnessed the heroic efforts of the Nepleslians and knew immediately when the time came, who he owed his allegiance to.

He dedicated himself to the Nepleslian Navy, bringing his knowledge and efficiency to bear. He easily stood out due to his work ethic and sense of duty. He rose to the position of Boatswain, a role he became highly regarded for. Although it was not something Kai Wei was looking for, he was told to report to the 1st Expeditionary Fleet. More specifically to be a Lieutenant in the Farthest Stride Task Force.

Kai Wei is familiar with basic radio operation and procedures and can make transmissions to and receive transmissions from others through headsets, ships, ground vehicles, power armor, and shuttles in both combat and non-combat conditions. He is fluent in Yamataigo and Nepleslian. He can speak and write both correctly and efficiently and can write reports, fill forms, issue orders under fire, etc. He is skilled in field communications and is proficient in all rudimentary forms of communication (hand signals, flashing lights, etc).

Kai Wei is familiar with the basic skills of negotiating, first contact, and psychology.

Kai Wei is capable of operating most Nepleslian standard computers and is proficient in entering and/or searching for information.

All Peacekeepers were trained in how to diagnose and treat minor conditions, apply first aid and emergency care (CPR, etc), and perform field surgery in emergency situations.

Kai Wei received intensive hand-to-hand combat training (primarily focused on disabling opponents) and has followed up that knowledge with a rigorous training program. Weapons he is trained in include pistols of all types, knives, grenades (and other forms of explosive weaponry) and rifles of all kinds. He is in excellent physical shape and has considerable endurance. He is also able to pilot power armors.

Kai Wei has spent almost all of his adult life on board space vessels. He has a diverse knowledge of many shipboard duties, culminating in his most notable position of Boatswain.

Kai Wei can understand and give out tactical commands and work with his troop to follow those commands efficiently. He knows the importance of teamwork on the battlefield, has been intensively trained in discipline and morale, and is able to recognize the command structure even while under extreme pressure (combat, etc). He is able to recognize ambush points. He knows basic math in order to calculate distances, etc, and can use a tactical map.
