Proposal #113 Special Proposals for Amendments

Proposal #113 passed in the Senate of Yamatai. This proposal was put to the Senate of Yamatai in YE 43 by Senator Iemochi Seinosuke. It originally included greater protections regarding any part of government from throwing out the Consitution, but was reduced in its scope prior to being presented to the Senate.

1. To implement a set system for amending the Constitution.
2. To ensure the Constitution is more difficult to change than standard laws.
3. To ensure the Constitution cannot be changed by emergency or temporary powers.

1. Constitutional changes can only be implemented by the Senate¹⁾ by Special Proposal.
2. Proposals affecting the Constitution can only be passed by over 80% approval in the Imperial Senate.
3. These are to be referred to as Special Proposals.

3. Vetos to Special Proposals can only be triggered once it has passed in the Senate.
4. Vetos to Special Proposals have the effect of triggering a national Referendum.
5. This Referendum must pass by public majority, else the Special Proposal fails.
