Mui Jyaonka (Codex of Clan Leader)

These are the laws related to the Mui (Clan Leader) of the Poku Saeruo Degonjo.

• The position of Mui (Clan Leader) can only be held by a Poku'vonai who has passed the Baqnor (move from youth).
• The appointee must be blooded.
• Appointment to the position of Mui (Clan Leader) is for life, the only exception is in the event that the Mui becomes incapable of performing their duties.
• Approval by majority of the Tanoi (Council).
• Assumes position upon completion of the Siama'a Mui (Blessing the Leader).

The Mui (Clan Leader) shall exercise the following powers.

• Can suspend any law temporarily for up to one year; during which time the Mui can call upon the Tanoi (Council) to draw up a new one if they feel the need.
• Can disband the current Tanoi (Council) and call for a new one.
  • Must publicly state cause
• Can build and maintain the Mui Fleet.
• Can initiate colonization, must have Tanoi (Council) financial backing or must pay for it from their assets.
• Can order Abandon Sotâka Ruomâqi (World Station).
• Designate their presumptive successor.

Committing the Clan to hostilities is the purview of the Mui.

• The Mui can declare a state of hostility. This is a temporary status.
• The Mui has one lua (month) to call upon the Tanoi (Council) for a declaration of war.

The Mui has the final say over treaties created by the Vonai-Rya'ka (Emissary) or the Tanoi (Council).

• Can ratify a Peace Declaration.
• Can reject a Peace Declaration.

The position of Mui is not a hereditary one. The Mui can choose who they want as their successor.

• Candidate must be a Poku'vonai.
• Candidate must have successfully completed the Baqnor (move from youth).
• Candidate may be related to the Mui.

The Mui has the power to mete out justice in the following ways.

• Can order a person to be cast out or spaced as punishment for a capital crime.
• Can order a person to be spaced for endangering the clan.
• Declare a Punla (Family) or Ruoka (House) dissolved.
• Declare a Punla (Family) or Ruoka (House) rogue.
• Strip a Ruoka (House) of its starships.
• Seize any portion of a Ruoka (House)'s monetary assets.
• Can clean a member of the clan's name. kavoráy fofi (Pardon)
• May commute a sentence.

The Mui has the power to appoint the following:

• Vonai-Rya'ka (Emissary)
• Poku Wotanu'ka (Defender of the Clan)
• Mui-Ta'a (Speaker for the Mui)

• Can suspend any law temporarily for up to one year; they must state the reason for the withdrawal.
• If the Mui wishes during which time they can call upon the Tanoi (Council) to draw up a new one, or repeal the law.

The Mui has the ability to distribute clan resources

• Does not require Tanoi (Council) approval.
• Can defer allocations to the Tanoi (Council).
• Can allocate new or existing starships to
  • a Ruoka (House)
  • a Punla (Family)
  • a Jael (Sect)

• Only the Vonai-Rya'ka (Emissary) may bring Alliance proposals to the Mui.
• The Mui has sole authority to Approve or Reject an Alliance proposal.
• The Mui can send the Vonai-Rya'ka (Emissary) back to negotiate changes without rending a final decision.

• Only the Mui can temporarily dissolve an Alliance.
• The Mui must then take the matter to the Tanoi (Council) to make it permanent.
