Send teams of Yamataians or Geshrin into Enemy territory as civilians, use them to stir up anti-government sentiment
Siege psychology - make Yamataian rule preferable; e.g. offer a superior solution to current planetary regime with regards to food or water supply
Intelligence is key - lets us know where to hit and how hard
Covert ops, infiltration, propoganda, anti-espionage

Minimize targets for the enemy (how?)
Lure main Enemy force into Ambush?
“He who defends everything, defends nothing”. In terms of defensive tactics, focus more on response, then anticipation. This will free up more resources for offensive fleets. Ergo Have a defensive fleet patrol clusters of systems, and can respond on the fly to any sudden attack on the home systems.
