Lifthra Colonial Government

Unlike many of the colonial governments of the Schongebiet System, which follow a certain formula of popular election and representation of the masses, Lifthra has attempted a different experiment of sorts. Lifthra is governed by a technocracy, a government where the rulers are the intellectuals/technical experts. This means those in command of the colonial government are scientists and engineers as opposed to politicians and economists.

Participation in governing activities is solely done by individuals who have proven themselves as experts in their technical field. This usually means individuals with graduate degrees and published work are able to vote and debate governance. From those individuals, positions are elected via popular vote with majority ruling deciding. Any intellectual may introduce a bill to the Council and the Council votes upon its likely installment into the Colonies Law Books.

The Administrative Council is comprised of 14 intellectuals who have been popularly elected into their positions. Each Administrator serves a term of one Abwehran Year (four standard years) and can only be re-elected by a vote of 90% or more. They can serve an unlimited amount of terms if they satisfy the re-election requirement. They are responsible

• Moderator: the individual responsible for moderating Administration meetings and making sure things run smoothly. His vote is normally the tie-breaking one.
• Administrator: a regular member of the council representing a certain segment of the population.
• Judicial Reviewer: a single individual responsible for ensuring that laws passed by the Council measure up to the Imperial Constitution of the Abwehran Star Empire.
