The Tsumi supreme ruler, the Sovereign is a dictator in the Tsumi theocracy. Commonly believed to be a demi-god, a god, or at the very least an extension of the pantheon's will. The Sovereign has total control over the passed laws, the numerous cities and compounds, as well as all armies the Tsumi possess. While allowed to fight and war between eachother, the Sovereign is able to call upon every commander and force them to seize their war and redirect their focus to the larger enemy, uniting under one banner.
A Sovereign surrounds themselves with countless advisors, compound leaders and city officials. Allowing them to advise him or her, let them rule the cities and compounds and trade goods with the Sovereign in position.
The role of Sovereign is always open, normally open for anyone to take. To become a Sovereign, the person in question has to beat the current Sovereign in either a Kaggath, which is ill-advised, or a personal duel. Whoever lands the killing blow on the current Sovereign is the one that becomes Sovereign. However, The traditions state anyone can become Sovereign, but if the Sovereign's killer is an inexperienced soldier, a Warslave or gods forbid, a slave, their leadership is boycotted and a Kaggath is immediately declared, leading to a more experienced commander taking the position of Sovereign.
