The Shukara Volunteer Navy has a complex hierarchy that determines where ships and units are placed. As it's been mentioned alrady, the Shuakra Navy is a combination of a Navy and Army, this technically makes them a Star Army but right now the military is strictly known as a navy.

Unlike the Space Navy, the Space Army portion of the navy permits enlisted soldiers limited command capability; with A'Fuereb and above being allowed to command non-combat oriented units such as small supply units and logistical groups, though usually with warrant officer or officer supervision.

A Sere'ta'kon can command anything.
In the Space Navy, all combat ships require the officer to be the rank of U'Cetrinal before even being considered for command. However, despite a U'Cetrinal being the first actual command rank, it's actually possible for officers below that rank to command supply ships and other much smaller craft, such as tenders or repair ships.
Both the Flotilla and Force Wings are temporary formation's that are only used when major campaigns are underway or for very specific purposes.
