Senatorial Proposal 2 – Universal Protection Act
This proposal has now been passed into law by a unanimous vote in the Nepleslian Senate.
Overview
This act is designed to protect Nepleslian workers, ensure economic welfare, and build financial independence within the Imperium.
Section 1 - Services
a. Military
All active and reserve personnel within the SMoDIN will receive a pension of 75 percent. of their active salary per annum upon resignation or honorable discharge.
Honorably discharged military personnel should be considered over non-serving citizens in employment opportunities.
‘Blank Clones’ born for military service are to receive full citizenship after one year of military service, or an honorable discharge, should it be offered before this time period. This does not extend to soldiers who are revived by
Soul Transfer or
Cerebral Chips, who are to retain their full citizenship.
Up to 20,000 DA of advanced cybernetics may be granted by the government to wounded soldiers in the event of maiming.
b. Education
All citizen children will be offered up to fourteen years of basic, free education that must be completed between their 5th and 25th years of life.
Planetary governments will devote 15 percent. of gross product to educational pursuits per annum, with a further 5 percent. of Imperial gross product to the same cause, to be distributed equally among the planets.
Higher education facilities shall be established with a ratio of at least one facility per 1050 citizens.
Tuition for these facilities will not exceed 20,000 DA, and government aid within 10000 DA will be provided for financially insecure citizens.
c. Health Care
Health care, including advanced surgery, will be made free to citizens. The expenses incurred by this will be paid for under a new tax, to be explained in the next section.
This will not be extended to cybernetics, and citizens must pay for cybernetic replacements.
All cybernetics must be constructed by a certified Nepleslian company, and reviewed and certified prior to installation by the operating surgeon.
Section 2 – Taxes
Overview
The drastic new services introduced by this bill will require a large amount of revenue to be introduced to the government. While some of this will be taken directly from the national budget, more will have to be drawn directly from the citizenry.
At the moment, taxation is extremely lax within the Imperium. This leads to little monetary influx to the government. In this time of constant danger, we cannot afford to have a broke government.
Income Tax
All citizens will be charged at a rate of exactly 20 percent. of their annual salary. This money will be split between:
45 percent. to Section 1 initiatives, to be divided equally
20 percent. to Imperium savings
20 percent. to Planetary savings
15 percent. to SMoDIN
Section 3 – Regulation
Overview
While we are indeed making great strides towards economic independence from other nations, there are still steps to take. This section will be devoted to providing room for Nepleslian corporations to grow safely.
All described taxes in this section will go to both Section 1 initiatives, as well as government savings.
NAM, due to its status a military industry, is exempt from this section, aside from article b, as it already follows most of them. NAM will also be barred from sales to civilians, and will be awarding construction rights for the Red Hill transport to DeLarge Enterprises.
a. Corporations
All Imperium-based corporations and companies will have taxes on owned properties removed, but will devote 30 percent. of revenues to the State, split 20/10 between the Imperial government and the Planets.
All corporations selling within the DIoN must submit a budget plan to the Imperium, to be reviewed and changed as needed.
b. Cloning
Cloning for the procurement of free labor, will be made illegal immediately. Violations of this ruling will be punished by a fine of up to 2,000,000 DA per illegal clone.
This ruling will not extend to NAM’s testing facilities, where clones are used for weapons testing purposes when using a normal-born Nepleslian will not be feasible or safe.

d. Distribution
A corporation may not drastically lower sales prices in only one location to undercut a direct opponent. Sales prices for a particular good must remain the same across the Imperium. This will encourage corporations to find cost-effective ways to keep prices down and compete, as opposed to simply undercutting opponents in one area, and gouging prices in others to make up for it.
New products must be certified as fit for consumption by an Imperium official before being released. This will keep ‘junk products’ from entering the market as a means to beat competitors.
