A Vessel Pool is a group of vessels available for temporary assignments. This gives a Fleet vessels that can be free at any given time for actions such as: convoy escort, exploration, diplomatic functions, and anti-piracy operations. A Vessel Pool has no given commander and is monitored by a Fleet's Operations Officer.
