Through these requirements, the Eagle-Class Battle-Carrier project was conceived, but was spurred onward by the involvement of [[character:velor_tomoe_tur_lista]], as a project which could also deliver a gift to the [[faction:united_outer_colonies]] Prime Minister Tange-Katsura Ayana to commemorate the birth of her son.
